Tambadou, Mechanism Registrar, Signs Cooperation Agreement with BiH Authorities for Conviction Registration

Yesterday, Mr. Abubacarr M. Tambadou, the Registrar of the International Residual Mechanism for Criminal Tribunals (Mechanism), joined Mr. Davor Bunoza, Minister of Justice of Bosnia and Herzegovina (BiH), in a signing ceremony. They finalized a Memorandum of Cooperation (Memorandum) concerning the sharing of information from convictions by the International Criminal Tribunal for the former Yugoslavia (ICTY) and the Mechanism.

The Memorandum was signed at the Parliamentary Assembly of BiH in Sarajevo, BiH. It will allow the registration of conviction information from the ICTY and the Mechanism into BiH’s domestic criminal records for individuals born in or citizens of BiH.

During the joint press conference following the signing ceremony, Registrar Tambadou expressed, “Today is a crucial milestone for the Mechanism and the ICTY. This Memorandum signifies a significant step towards accountability, ensuring that those who committed grave crimes will face consequences even after their imprisonment.” Mr. Tambadou stated.

 Mr. Tambadou also praised Minister Bunoza’s efforts in reaching this significant milestone. While the signing of the Memorandum is just the beginning, it demonstrates the willingness of BiH authorities and the Mechanism to collaborate towards shared objectives. Mr. Tambadou emphasized that this Memorandum is a means to an end, with the ultimate goal being reconciliation in Bosnia and Herzegovina. “I hope that our actions today will be swiftly followed by a well-executed plan of implementation,” he added.

Minister Bunoza highlighted that from the beginning of his mandate, he prioritized resolving this issue. He recognized that it lays the foundation for both reconciliation and European Union accession.

The Mechanism has important responsibilities inherited from the ICTR and ICTY. These include enforcing sentences, pursuing fugitives, supporting victims and witnesses, assisting national jurisdictions, and managing archives.
